I guess the actual rep number won't show until 30/25 has been achieved?

Yeah it works both ways. You wont be able to give or have any reps until you've met the criterias.

You can give reps but they do not count. Basically they are neutral reps.

Yep, not worried about my rep as long as I can misinform people on how to to stuff. Errr...I mean help them out to the best possible knowledge I have. Sometimes its best to help out the new people though so they get a better understanding of things and it makes them feel more welcome.
